Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. The procedure consists of 2 main stages: technical and commercial.
The submitted proposal within the first stage should consist of a technical part certified by the signature of the head with a seal impression. In the technical part, the list and composition of works must be specified and it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). The offer must strictly correspond to the data indicated on the electronic platform. If there is a discrepancy between the data in the attached TP and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TA will be rejected.
The commercial offer may contain/duplicate the technical part, while it must contain data on the full cost of services, its decryption, payment terms, etc.
