Comments:

A supplier who has not submitted data according to the request will not be allowed to participate in the summing up procedure.

Thus, this procedure for requesting proposals does not impose an appropriate amount of civil obligations on the customer.
The procurement procedures of JSC "Zhirovoy Kombinat" are not regulated by the provisions of Federal Law No. 223-FZ of July 18, 2011 "On Procurement of Goods, Works, Services by Certain Types of Legal Entities" , as well as the provisions of the Federal Law of April 5, 2013. No. 44-FZ "On the contract system in the field of procurement of goods, works, services for state and municipal needs".
