This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure also is not a public competition and is not regulated by Articles 1057-1065 of the second part of the Civil Code. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Applicants who do not submit a proposal within the time and / or in violation of the company-organizer of the tender procedures and / or inappropriate selected evaluation criteria may be excluded from the tender procedure.
