this procedure of request for proposals is not a contest and it is not regulated by articles 447-449 of the first part of the Civil Code of the Russian Federation. This procedure is also not a public contest and is not regulated by articles 1057-1065 of the second part of the Russian Civil Code. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not regulated by the provisions of the Federal law of July 18, 2011 № 223-FZ "on procurement of goods, works, services by certain types of legal entities", as well as the provisions of the Federal law of April 5, 2013. as of April 5, 2013. The bidders who submitted the offer not in time, and/or in violation of the procedures of the tender organizer, and/or non-conforming to the selected evaluation criteria may be excluded from the bidding procedure. When bidding through an electronic trading platform offers are not accepted by other means.
