Comments:
1. More detailed information is provided in the terms of reference.

2. With a commercial offer, the following must be sent:
1) A completed offer card and appendices to it;
2) Detailed calculation of the cost of work (Estimated calculation / calculation of the cost of work for each stage);
3) Scanned copies of the Contractor's documentation according to the attached list;
4) A reference list about the experience of similar work, reviews, recommendations.
5) Protocol of disagreements to the Customer's contract, if any.

3. Criteria for choosing the best offer: availability of necessary documents for conducting business, work experience, quality, terms of work, cost, payment terms.

4. This request for proposal procedure is not a tender and its conduct is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation;

5. This procedure is also not a public competition and is not regulated by Articles 1057-1061 Part 2 of the Civil Code of the Russian Federation;
Thus, this request for proposal procedure does not impose on the Customer an appropriate amount of civil obligations.

6. The attached Contract is not a public offer, however, the terms of the Contract will be binding on the winner of the auction.
