Comments:
This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of Part Two of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not regulated by the provisions of the Federal Law of July 18, 2011 № 223-FZ "On Procurement of Goods, Works, Services by Certain Types of Legal Entities", as well as by the provisions of the Federal Law of April 5, 2013 as of April 5, 2013. Applicants who submitted an offer on time and/or in violation of the procedures of the bidding company and/or who do not meet the selected evaluation criteria may be excluded from the bidding procedure. When bidding through the electronic trading platform, offers are not accepted in other ways.
Venue of the procedure: This procedure is carried out in electronic form on E-marketplace of B2B-Center Group (www.b2b-center.ru). Participants' bids shall be submitted in the form of an e-document.


Consideration of proposals shall be made on the basis of:
- This Terms of Reference with the Supplier's comments on agreements/disagreement with each clause of TK. TK may be agreed by signing the last page if there is no general comment on TK.
- Technical and commercial offer of the supplier. The TAP shall include the technical and design characteristics of the equipment, the materials used and their description.
- Filled table of prices, deadlines and warranty indicators.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
