To participate in the request for proposals, it is necessary to complete the METALLOINVEST (for non - accredited companies) accreditation, as well as a technical and commercial proposal (hereinafter TCP), listed in Technical Job No. 88/06-2020. TKP should be initialed on every page. The TKP must be at least 30 (thirty) calendar days.

Proposals are being sought at this stage in order to familiarize Participants TKP, review and identify the best possible conditions.
The main price stage (retrade) will be followed by the participants who submitted the most favorable offers. As a result of the retrade, it is decided whether to enter into a supply contract.

This procedure of soliciting offers is not an offer, an invitation to make offers, an offer or an invitation to bid, and it is not governed by Articles 447-449 of the Russian Civil Code. This procedure is also not a public competition and is not regulated by articles 1057-1061 of part two of the Russian Civil Code.
The Customer has no obligation to enter into any transaction as a result of the request for proposals and has the right to refuse all offers received for any reason or terminate the procedure to request proposals at any time without notifying the Purchase Participants and does not have any liability to the Participants or third parties to whom such actions may result in losses.
The Customer also has no obligation to reimburse Participants to purchase or other third parties for any expenses or other losses associated with participation in the request for proposals procedure.

Therefore, this request for proposals procedure does not require the Customer to meet any civil obligations with respect to the Purchase Participants or to third parties.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
