Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Variants:
1. Without advance payment. Payment of the completed works within 10 banking days from the date of signing of the closing documents by both parties.
2. Advance payment in the amount of no more than 30% of the contract value is possible, provided that a bank guarantee is provided for the amount of the required advance.
In all of the above options, it is possible to pay for the work performed in stages within 10 banking days from the date of signing by both parties of the closing documents, the corresponding stage of work.
Participants who have submitted offers without advance payment have an advantage.

This request for proposals procedure is not a competition, and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation.
