Payment terms:

Comments: A participant in the procurement procedure must
meet the following requirements:

has no lawsuits for the amount of claims against
the latter exceeding 25% of the company's equity
capital (confirmed by the declaration of
compliance with the established requirements by
filling out and submitting the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
2. Failure to liquidate a Participant in the
procurement procedure - a legal entity and the
absence of a decision of the arbitration court on
recognizing a procurement participant - a legal
entity or an individual entrepreneur - insolvent
(bankrupt) and opening bankruptcy proceedings
(confirmed by declaring compliance with the
established requirements by filling out and
submitting the form "Declaration Participant in
the procurement procedure for compliance with the
established requirements ");
3. Non-suspension of the activities of the
Participant in the procurement procedure in the
manner established by the Code of the Russian
Federation on Administrative Offenses, on the day
of filing the application for the purpose of
participating in the procurement (confirmed by the
declaration of compliance with the established
requirements by filling out and submitting as part
of the application for participation the form
"Declaration of the Participant of the procurement
procedure on compliance with the established
requirements ");
4. The Participant of the procurement procedure
has no overdue debts for accrued taxes, insurance
premiums, fees and other obligatory payments to
budgets of any level or state extra-budgetary
funds for the last completed reporting period, the
amount of which exceeds 25% of the book value of
the procurement participant's assets according to
the financial statements for the corresponding
period ... A procurement participant is considered
to be in compliance with the established
requirement if he appeals against the existence of
the specified debt in accordance with the
legislation of the Russian Federation and the
decision on such a complaint on the day of
consideration of the application for participation
in the Request has not been made (confirmed by the
declaration of compliance with the established
requirements by filling out and submitting it as
part of the application for participation of the
form "Declaration of the Participant of the
procurement procedure on compliance with the
established requirements");
5. The absence of information about the
Participant in the procurement procedure in the
register of unscrupulous suppliers provided for in
Article 5 of Federal Law No. 223-FZ and (or) in
the register of unscrupulous suppliers provided
for by Federal Law No. 44-FZ (confirmed by a
declaration of compliance with the established
requirements by filling out and submitting an
application participation of the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements");
6. The absence at the time of the procurement of
effective and unfulfilled court decisions on
improper performance by the Participant of the
procurement procedure of obligations under
agreements (contracts) for the supply of goods,
performance of work, provision of services of the
same name to the purchased goods, works, services
(confirmed by a declaration of compliance with the
established requirements by filling in and the
submission of the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
7. A participant in the procurement procedure is
not a person whose place of registration, or place
of residence, or place of tax residence is a state
or territory included in the list of states and
territories approved by the Ministry of Finance of
the Russian Federation in accordance with
subparagraph 1 of paragraph 3 of Article 284 of
the Tax Code of the Russian Federation ( is

8. A procurement participant is a legal entity
that, within two years prior to the filing of an

9. A participant in the procurement procedure -

crimes and (or) crimes stipulated Articles 289,
290, 291, 291.1 of the Criminal Code of the
Russian Federation, as well as non-application of
administrative punishment to these individuals in
the form of disqualification and punishment in the
form of deprivation of the right to hold certain
positions or engage in certain activities that are
related to the supply of goods, performance of
work, provision of services that are the object of
the procurement being carried out (confirmed by
the declaration of compliance with the established
requirements by filling out and submitting the
form "Declaration of the Participant of the
procurement procedure on compliance with the
established requirements" as part of the
application for participation);
10. The absence of a conflict of interest between
the Participant of the procurement procedure and
the Customer, which means cases in which the head
of the customer, a member of the expert group, a
member of the procurement commission, the person
responsible for organizing the procurement
procedure are married to individuals who are
beneficiaries, the sole executive body of the
economic company (director, general director,
manager, president and others), members of the
collegial executive body of a business company,
the head (director, general director) of an
institution or a unitary enterprise or other
management bodies of legal entities - participants
in the procurement, with individuals, including
registered as an individual entrepreneur, -
participants in the procurement or are close
relatives (relatives in a direct ascending and
descending line (parents and children,
grandfather, grandmother and grandchildren),
full-blooded and incomplete (having about common
father or mother) brothers and sisters), adoptive
parents or adopted children of these individuals
(confirmed by the declaration of compliance with
the established requirements by filling out and
submitting the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
11. The period of state registration of the
Participant in the procurement procedure before it
submits an application for participation in the
procurement procedure must be at least one
calendar year (12 months) (confirmed by
information from the Unified State Register of
Legal Entities provided as part of the application
for participation);
12. The participant must have special legal
capacity in accordance with the current
legislation related to the implementation of the
activities provided for by the subject of the
procurement, including the necessary licenses to
perform work or provide services, in the amount of
work / services performed, namely, must have
membership in a self-regulatory organization (SRO
), required in accordance with the Urban Planning
Code of the Russian Federation, which gives the
right to perform work on the subject of the
contract (confirmed by the provision of a
corresponding extract from the register of SRO
members in the form of an application for
participation in the form approved by
Rostechnadzor order of March 4, 2019 No. N 86. The
extract must be issued no earlier than one month
before the deadline for filing applications);
13. The Contractor's revenue for the last year
must not be less than the contractual value of the
work, compiled according to the volumes specified
in the Terms of Reference (confirmed by the data
of the financial results provided as part of the
application for participation as of the last
reporting date);
14. The Participant must make a visit to the
place of work before the filing of an application
for participation in the procedure (confirmed by
the official letter of the Participant provided in
the application for participation confirming the
visit to the facility);
15. The participant must have proven work
experience on the types of work specified in the
Terms of Reference for the last 3 (three) calendar
years prior to the publication date of the
procurement procedure (confirmed by the completed
form "Information on work experience" provided as
part of the application for participation).
16. The participant must confirm his agreement
with the customer withholding from all amounts
payable for work performed under the contract, a
guarantee withholding in the amount of 5% of the
amount payable until the signing of the final act
under the contract (expiration of the warranty
period). (confirmed by agreement with the
specified condition in the Application for
participation in the procurement procedure.)
17. The place of registration of the Participant
is Krasnodar Territory, or the Participant must
have a separate representative office / branch in
the Krasnodar Territory (confirmed by information
from the Unified State Register of Legal Entities
provided as part of the application for
participation, or, if there is a separate
representative office / branch, a copy of the
notice of registration of a separate
representative office / branch in the tax
authority).
18. In justifying the proposed cost of work, it
is mandatory to provide estimate calculations made
in accordance with the Requirements established by
clause 1.9. Terms of reference.
The procurement procedure is an internal
procedure for the selection of Suppliers by the
Company and should not be considered as an auction
in the sense of Articles 447–449 of the Civil Code
of the Russian Federation, and is not a public
tender, which is regulated by Chapter 57 of the
Civil Code of the Russian Federation.

at any time to refuse to continue the
