Comments: The procedure is two-stage:
1. stage - preliminary qualification selection, stage 2 - request for commercial proposals.
Participants are required to fill out and download the attached forms: Application for participation in the tender, qualification questionnaire in excel format and attachments to the questionnaire in pdf format (attachments must be downloaded in one file), current extract from the register of SRO members.
Participants’ proposals shall be sent in the form of e-document signed by digital signature.
Those participants who have passed the preliminary qualification selection according to this procedure will be invited to participate in the 2nd stage of the procurement procedure. This prequalification is not a notice of bidding and is not a public offer, the Organizer does not bear any obligations to the suppliers who took part in the request, including the obligation to conclude any contracts with persons who sent their offers.
This prequalification is not an auction or a public tender within the meaning of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
The organizer has the right to refuse to carry out the procedure at any of the stages, without incurring any financial liability to the Participants.
The organizer reserves the right to extend and (or) change the date of consideration of the proposals of the Participants and summing up the results of the preliminary qualification selection.
