This request for proposal procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation; this procedure is also not a public tender and is not regulated by Articles 1057-1061, Section 2 of the Civil Code of the Russian Federation.
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer. The attached Agreement is not a public offer, however, the terms of the Agreement will be binding on the winner of the auction.
