The request for proposals is not a tender (competition, auction) or public tender in accordance with Articles 447-449 of the first part of the Civil Code of the Russian Federation and articles 1057-1061 of the second part of the Civil Code of the Russian Federation, and does not impose obligations on the Organizer established by the specified articles of the Civil Code Russian Federation. The specified procedure leaves the Organizer with the right to refuse all proposals received for any reason or to terminate the selection process at any time without incurring any responsibility to the Participants.
