Please, note, that this request for proposals is not a form of tender/auction/public offer and is not subject to articles 447—449. Part I, of the Civil Code of the Russian Federation. When conducting request for price quotations/offers an invitation to participate, together with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of potential Participant of RFQ/RFP. Thus the Organizer has no obligation to enter into a contract based on RFP results.
If a registered participant in the system is not able to self-supply proposals in connection with absence of EDS can upload the proposals sent by e-mail organizer.
To load the proposals on behalf of the participants of the obligatory presence of three documents:
- Offer (offer) certified by authorized signature and seal of the organization (must contain the number of products offered, the price per unit including VAT, the total amount of VAT);
- Document establishing the right to act on the counterparty entities (for example: statute, PA);
- Letter of refusal from further claims on the occasion of the fact that the proposal is served at auction than the competitor himself (in a free form on company letterhead signed by an authorized person).
All proposals from the participants do not have a digital signature should come to the email address of the company gmn@belmk.ru Organizer.
Acceptance of the proposals on e-mail Organizer is completed within 6 hours before the procedure was complete, uploading of proposals for bidding can be up to 4 hours to complete.
And as if a potential supplier does not agree to the terms of the lot (payment terms, delivery terms, etc.) be sure to specify its terms in the offer (the offer) or dop.kommentariyah.
