The Contest is not a Competition (form of bidding) provided for in Article 447-449 of the Civil Code of the Russian Federation. The Contest is an invitation to make offers.

The procedure and conditions for participation in the request for proposals
The place of the request for proposals is the b2b-center.ru electronic trading system.
Participation in this request for proposals is free of charge.

The request for proposals will be carried out according to the Bid-Specification (Appendix No. 1) in accordance with the Technical Specification.

The request for proposals will be held by the PF branch until 12:00 November 22, 2021 (Moscow time) with possible extensions after the end of regular time.

To participate in this stage, you must send:
• agreement with the terms of the Technical Assignment and readiness to sign the standard form of the Customer's contract, in the form of an official letter in free form on the Company's letterhead in PDF format signed and by the seal of the organization by uploading documents to the ETP;
• bidding regulations in PDF format signed and stamped by the organization by uploading documents to the ETP;
• Questionnaire "Qualification Requirements" (Appendix No. 3) in Excel and PDF formats signed and stamped by the organization by uploading documents to the ETP;
• Counterparty card (Appendix No. 4) in Excel and PDF format with the signature and seal of the organization by uploading documents to the ETP;
• if the Company is in a simplified taxation system, it is necessary to send a supporting document by uploading documents to the ETP;

The quotation must be valid for at least one year from the date of the request for proposals.
