The second stage
The ongoing Competition is not a Competition (a form of competitive bidding process) provided for in Articles 447-449 of the Civil Code of the Russian Federation. The ongoing Competition is an invitation to make offers.

Procedure and conditions of participation in the request for proposals
The venue of the request for proposals is the electronic Competitive bidding Process system b2b-center.ru

Participation in this request for proposals is free of charge.

The request for proposals will be carried out in accordance with the Bid-specification (Appendix No. 1) in accordance with the Requirements Specification.

The request for proposals will be held from 05/22/14 to 15:00 on 05/24/14 (Moscow time) with possible extensions after the end of the regular time.

To participate in this stage, you need to send:
• Agreement with the Requirements Specification and willingness to sign the standard form of the Customer's contract, in the form of an official letter in free form on the Company's letterhead in PDF format with the signature and seal of the organization by uploading the documents to the E-Marketplaces;
• Competitive Bidding Process regulations in PDF format with the signature and seal of the organization by uploading documents to the E-Marketplace;
• The questionnaire "Qualification requirements" (Appendix No. 3) in Excel and PDF formats with the signature and seal of the organization by uploading documents to the E-Marketplace;
• Counterparty card (Appendix No. 4) in Excel and PDF format with the signature and seal of the organization by uploading documents to the E-Marketplace;
• If the Company is on a simplified taxation system, it is necessary to send a supporting document by uploading the documents to the E-Marketplace;
• Tariff 2024-2025 (approved) in PDF format with the signature and seal of the organization by uploading documents to the E-Marketplace;
• Please note: The billing agent is an integral part of the agreement. Approved rates are not subject to adjustment. All Bidders taking part must attach the 2024-2025 Tariff (approved) in PDF format with the signature and seal of the organization by uploading the document to the E-Marketplace.
• Offers from Bidders who have not confirmed their bids (in the Bid form-specification 2024-2025 certified by the signature of the responsible employee and the seal of the organization) to Ole e-mail.Kalinina@x5.ru within three hours after the end of the procedure, will not be accepted for consideration.

The commercial offer must be valid for at least one year from the date of the request for proposals.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
