Per-item bid submission
Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

If within the last 15 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 15 minutes from the time the last bid is submitted.

Comments:
In addition to the KP, the proposal should include the following title documents as part of:
- certificate of state registration of a legal entity;
- certificate of registration with the tax authority;
- an extract from the unified state register of legal entities that is not more than one month old;
- the charter and (or) the founding agreement;
- decision (order) on appointment to the position of the head of the organization;
- a document confirming the powers of the signatory on the part of the counterparty;
- a document confirming the location of the organization at the place of registration (certificate of ownership of the premises, lease (sublease) agreement, other document);
- Extract from the Unified State Register of Legal Entities no more than one month old
- License/other document required for carrying out activities (in cases provided for by the legislation of the Russian Federation)
- Power of attorney and a copy of the passport, the authorized representative signing the contract
- A copy of the passport of the person signing the contract
- The signatory's INN
- Notification of the possibility of applying the simplified taxation system (if the counterparty applies the USN)
The card of the organization in the form of the tender organizer (it is part of the technical documentation)

The purpose of this tender is to select the optimal Supplier for concluding a contract for the supply of a simple (non-exclusive) license to use Adobe software for Svyaznoy Network LLC.

This INVITATION is not a tender (announcement of bidding), and its conduct is not regulated by Articles 447-449 of Part one of the Civil Code of the Russian Federation. Also, this INVITATION is not a public competition and is not regulated by Articles 1057-1061 of Part two of the Civil Code of the Russian Federation. Thus, this request procedure does not impose an appropriate amount of civil obligations on the Tender Organizer.
The text of this INVITATION, including all appendices and supplements, is not an offer, an invitation to participate in the auction, an offer of the Tender Organizer to conclude a contract, but rather a definition of needs and an invitation to submit a commercial offer to meet these needs.
The publication of this INVITATION, the preparation and submission of an offer by the company and the subsequent evaluation by the Tender Organizer of the received offer does not oblige the Organizer to conclude a contract or pay bills.
The organizer has the right to stop the tender at any time without explaining the reasons.
The Organizer has the right not to consider the Participant's offer without explaining the reasons.
The offer submitted by the company in response to this INVITATION, as well as any subsequent materials submitted by the company in response to requests for additional information, will be considered as an offer. By submitting an offer, the company agrees that all materials related to this offer, attached to it, or referred to by this offer, may be included in subsequent contractual agreements between the company and the companies represented by the Tender Organizer. The validity period of the submitted proposals may not be less than 30 calendar days.
The tender organizer reserves the right to negotiate a contract with more than one company, if it is in its interests.
By submitting the offer, the company agrees that any costs incurred by it during the preparation of the commercial offer, as well as during its discussion, are borne by the company and cannot be exposed to the Organizer of the tender or the companies that he represents, in any case.
The terms of this INVITATION and all related documents, as well as the results of meetings and negotiations, should be considered by the company as confidential information and information constituting a trade secret. Such information should be used only for the purpose of responding to an INVITATION. Access to the INVITATION of third parties and / or subcontractors is prohibited without the prior consent of the Organizer.
Any information disclosed by the Company in response to this INVITATION will be considered confidential and will not be used by the Organizer in any way that will allow identifying the source of the information.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
