Comments: In addition to the commercial proposal, the proposal must include the following documents of title, consisting of:
- certificate of state registration of a legal entity;
- certificate of registration with the tax authority;
- an extract from the unified state register of legal entities not more than one month old;
- charter and (or) articles of association;
- decision (order) on the appointment of the head of the organization;
- a document confirming the authority of the person - signatory on the part of the counterparty;
- a document confirming the location of the organization at the place of registration (certificate of ownership of the premises, lease (sublease) agreement, other document);
- Extract from the Unified State Register of Legal Entities no more than one month old
- License / other document required to carry out activities (in cases stipulated by the legislation of the Russian Federation)
- Power of attorney and copy of passport, authorized representative signing the contract
- Copy of the passport of the person signing the contract
- TIN of the signatory
- Notification of the possibility of using the simplified taxation system (if the counterparty applies the simplified tax system)

The purpose of this tender is to select the optimal Supplier for concluding an Agreement for the provision of communication services for the facilities of Svyaznoy Network LLC.
This INVITATION is not a tender (announcement of a tender), and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. Also, this INVITATION is not a public tender and is not governed by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request procedure does not impose on the Tender Organizer the corresponding volume of civil obligations.
The text of this INVITATION, including all attachments and additions, is not an offer, an invitation to participate in the auction, an offer of the Tender Organizer to conclude an agreement, but, it is a definition of needs and an invitation to submit a commercial proposal to meet these needs.
The publication of this INVITATION, preparation and submission of the proposal by the company and the subsequent assessment by the Organizer of the tender of the received proposal does not oblige the Organizer to conclude an agreement or pay bills.
The organizer has the right to stop the tender at any time without giving reasons.
The organizer has the right not to consider the proposal of the Participant without explaining the reasons.
An offer made by the company in response to this INVITATION, as well as any subsequent materials submitted by the company in response to requests for additional information, will be considered an offer. By submitting an offer, the company agrees that all materials related to this offer, attached to it, or referenced by this offer, may be included in subsequent contractual agreements between the company and the companies that the organizer of the tender presents. The validity period of the submitted proposals cannot be less than 30 calendar days.
The organizer of the tender reserves the right to negotiate the conclusion of an agreement with more than one company, if it is in his interests.
By submitting an offer, the company agrees that any costs incurred by it during the preparation of the commercial offer, as well as during its discussion, are borne by the company and cannot be exposed to the Organizer of the tender or the companies it represents, in any case.
The terms of this INVITATION and all related documents, as well as the results of meetings and negotiations, should be considered by the company as confidential information and information constituting a commercial secret. Such information should be used only for the purpose of responding to an INVITATION. Access to the INVITATION by third parties and / or subcontractors is not allowed without the prior consent of the Organizer.
Any information disclosed by the Company in response to this INVITATION will be considered confidential and will not be used by the Organizer in any way that will identify the source of the information.
