Delivery terms:
1. Application of JSC "EPM-NEZ", St. Novocherkassk.
2. The purpose of the work:
Development and updating of environmental permitting documents of JSC "EPM-NEZ" on emissions of pollutants into the atmospheric air:
- Inventory of stationary sources and emissions of harmful (polluting) substances into atmospheric air, documentation and report on inventory of stationary sources and emissions in in accordance with Annexes No. 1,2,3,4 of the order of the Ministry of Natural Resources of Russia from 07.08.2018 № 352;
- Development of standards of maximum permissible emissions with subsequent obtaining of expert assessment and sanitary-epidemiological conclusion;
- Development of a plan of measures to reduce emissions during periods of adverse meteorological conditions (hereinafter referred to as "NMU").
3. Information for assessment and implementation of inventory and calculation of maximum allowable emissions standards at JSC "EPM-NEZ" - see in TZ
4. Payment terms: prepayment - 40%, after signing the certificate of acceptance of works - 60%.
5. Place, term and conditions of work:
Place of work at the location of the Customer: 346413 Russian Federation. Rostov Region, city Novocherkassk, Aluminium platform
Beginning of works — from the date of conclusion of the contract for performance of works;
The deadline for the issuance of the finished documentation is September 2020.
6. Requirements for the performer:
1. Work experience of the executor in the development of environmental documentation should be at least 5 years.
2. The presence of a laboratory, its own equipment, for taking measurements from sources of emissions.
3. The laboratory has a certificate of accreditation, the area of accreditation of which makes it possible to carry out instrumental control over compliance with the standards of MPV of pollutants on emission sources in atmosphere.
4. Availability of normative, material and technical basis for the development of project documentation, availability of licensed software necessary for calculation of emissions of pollutants.
5. Project documentation shall be developed in accordance with the current legislation of the Russian Federation and other regulatory documents in force until the expiry of the contract.
6. Documents must be agreed in accordance with the procedure established by the current legislation of the Russian Federation.
7. The contractor should not be insolvent, bankrupt, should not be in the process of liquidation and reorganization.
8. The Contractor provides personnel who have an environmental education, confirmed by a diploma.
9. At least 50% of the personnel involved in the performance of work have experience in the field of activity with more than three years of experience.
10. The measuring instruments used for the performance of works must comply with the requirements of Federal Law No. 102-FZ dated 26.06.2008 "On ensuring the uniformity of measurements".
11. Organization/service requirements
The Contractor provides services for carrying out an inventory of emissions of harmful (polluting) substances into the air, calculations of maximum permissible emissions of pollutants into the air, $ development of an action plan to reduce emissions during adverse meteorological conditions.$
The result of the services is executed and approved documents in accordance with the requirements of environmental and sanitary and epidemiological legislation of the Russian Federation:
- report on inventory of emissions of harmful (polluting) substances into atmospheric air;
- draft emission limits; $
- Expert evaluation based on the results of the review of the developed documentation;
- Sanitary - epidemiological conclusion on compliance of the developed documentation with sanitary and epidemiological rules and regulations;
- a plan of measures to reduce emissions during adverse meteorological conditions.$
8. The Contractor provides the Customer with a guarantee:
8.1 for the development of documentation in full in accordance with:
- Federal Law No. 7-FZ of 10 January 2002 "On Environmental Protection";
- Federal Law No. 96-FZ of 04.05.1999 "On protection of atmospheric air";
- Federal Act No. 52-FZ of 30 March 1999 "On Sanitary and Epidemiological Welfare of the Population";
- Order of the Ministry of Natural Resources of the Russian Federation No. 352 dated 07.08.2018 "On approval of the procedure for carrying out an inventory of stationary sources and emissions of harmful (polluting) substances into the atmospheric air, its adjustment data, documentation and storage of data resulting from such inventories and adjustments";
- Order of the Ministry of Natural Resources of the Russian Federation No. 273 of 06.2017 "On approval of methods of calculation of dispersion of emissions of harmful (polluting) substances in the atmospheric air";
- SanPiN 2.1.6.1032-01 2.1.6 Hygienic requirements to ensure the quality of atmospheric air in populated places; $
- HH 2.1.6.3492-17 "Maximum permissible concentrations (MPC) of pollutants in the ambient air of urban and rural settlements" $
8.2 for approval of the draft MPV in Rosprirodnadzor.
9. Before issuing a permit for work, the Contractor shall provide the following documents to the Customer: copies of documents confirming the presence in the contractor organization of labor protection service and/or occupational safety specialist (order on appointment to a position in the contractor organization, certificate specialist of labor protection) or the existence of an agreement with an accredited organization in the field of labor protection services.
Comments: The participant who took part in the procedure (who made an offer) must upload the following documents to the system before the deadline for accepting applications:
1. Articles of Association (with all the amendments, if any).
2. Certificate of the state registration.
3. Certificate of tax registration.
4. Extract from USRLE.
5. Balance sheet as of the last reporting date with tax authority stamp of acceptance.
