Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Comments:
1)I ask you to specify the cost for each item according to the TOR separately and the total cost for the entire volume of services


2)The winner of this request for proposals is determined by the following parameters:

- the lowest cost for the provision of services

- approval of the submitted accounting and registration documents by the Tender Committee of JSC NMZHK.

- payment procedure according to the TOR.

3)I ask, after the first participant has submitted an offer that should be less than the specified cost by the amount of a step in the amount of:
1% of the cost, the second participant should submit an offer with a lower price (by the amount of the step). If the same prices are submitted, priority will be given to the participant who submitted the offer first

4)The participant of the procedure may repeatedly send their updated proposals.

This request for proposals procedure is not a competition and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose an appropriate amount of civil obligations on the customer
