Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

1) The first stage is Retraining: to participate, you must provide a presentation with the necessary information specified in the TOR .
2) after analyzing the received portfolios, a pool of participants will be formed to participate in the second stage
3) in the second stage, a full package of procurement documentation will be sent
4) Questions about the tender task are accepted through the Explanation form " on the B2B-Center ETP.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
