To participate in the request for proposals of ELMA JSC, you must send the following package of documents for your organization according to the list below, certified by the seal of the counterparty organization and the signature of its head ("COPY IS CORRECT"):

1. Offer and 2nd sheet of the offer (ref.list);
2. Counterparty card;
3. A copy of the decision on the appointment of the director;
4. A copy of the director's passport (a person entitled to act on behalf of the counterparty without a power of attorney) - the first sheet and the registration sheet;
5. A copy of the passport of the contractor's representative and the original power of attorney for him;
6. Tax registration certificates
7. Extract from the Unified State Register of Legal Entities

All documentation must be attached to the application at the B2B site.

The staffing of the company must be at least 5 people to be accredited by the Security Council.

This Invitation is not an offer. The COMPANY reserves the right to accept any of the Bids or not to accept any of them. Any tender proposal that does not meet the requirements of the Invitation documents or contains provisions that contradict them may be rejected. The SOCIETY is not obliged to explain the reasons for refusing to accept the proposal, as well as to enter into any further negotiations or correspondence with the Bidder in connection with the refusal to accept the Bid.

OPERATION OF TENDER PROPOSALS
The tender proposal must be a firm offer and have a validity period during which it can be accepted by the COMPANY, at least 50 (fifty) calendar days from the date of expiry of the period for submitting tender proposals. The SOCIETY has the right to reject a tender offer, the validity period of which is less than the specified period.

Definition
The term "flat price" means that the price offered by the Bidder includes all costs associated with the Bidder's performance of the relevant scope of work (including, but not limited to, labor, materials, overhead and margin), and that The Bidder must complete the appropriate scope of work at the indicated price, regardless of the Bidder's actual costs.

SUBCONTRACTOR / JOINT VENTURES
If the Bidder proposes to engage any other company (whether affiliated with him or not) to provide services, or any part of the services, such involvement will put the other company in the position of a subcontractor that will not be a party to any contract, concluded between the SOCIETY and the Bidder. All major subcontractors must be listed.

EVALUATION AND COMPARISON OF TENDER PROPOSALS
Only those Bids are evaluated that the SOCIETY considers to be fully consistent with the bidding documents.
After the stage of evaluating bids and commercial proposals, the participants will be selected 4 of the most profitable in terms of economic and technical criteria and invited to the stage of negotiations with the stage of bidding regarding the initially declared value.
The term for the conclusion of the contract is 20 days from the date of the signing by the customer of the protocol on the results of the purchase.

ACCEPT OF TENDER OFFER
The Bidder's offer may be accepted by the SOCIETY at any time during the validity of the offer by sending a written notice from the SOCIETY to the Bidder. The BUYER has the right to negotiate with the Bidder in order to obtain clarifications or amendments to the offer of the Bidder, or may accept the offer of the Bidder without any discussion or agreement on the terms of the offer of the Bidder.

COSTS RELATED TO PARTICIPATION IN THE TENDER
The COMPANY is not responsible for any costs and expenses incurred by the Bidder in connection with the preparation of the Bid or the agreement on the terms of the contract.
