5) Participation in the procedure is free of charge if there is a valid EDS.

This procedure is not a competition, it is not governed by articles 447 to 449 of Part 1 of the Civil Code of the Russian Federation. This procedure is also not a public contest and is not regulated by Articles 1057 — 1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer an appropriate amount of civil obligations.
