Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 15 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 15 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Supplier requirements
The supplier must have its own service center with a 24x7 hotline.
When the equipment is delivered, the Date.Ru, the supplier must have a partner status and the right to sell the equipment Date.<url> on the territory of the Russian Federation. The supplier must provide an authorization letter from the vendor confirming the vendor's partner status.
Equipment requirements:
a. The equipment must be new, manufactured in the factory not earlier than 2024.
b. All components must be new and original, the use of refurbished or non-original components is not allowed.
c. The equipment must comply with the specifications
Technical support requirements:
The equipment must be supplied with 3 years of technical support from the manufacturer that meets the requirements below:
• Availability of the Manufacturer's service center in Moscow.
• Availability of daily and round-the-clock unlimited call registration.
• Providing access to the knowledge base, support center, software updates.
• The ability to interactively manage requests submitted through the web portal.
• Possibility to change the priority of bids by the customer.
• The time of the specialist's response call, no more than 1 hour.
• Assistance in analysis and technical evaluation.
• Transfer of the issue to the level of specialists of the technical support department (level 2).
• Transfer the issue to the development level (level 3).
- Provision of a replacement fund, if necessary, within 24 hours;
- Penalties for non-compliance with the deadlines for providing support;
• Round-the-clock provision of remote maintenance, remote diagnostics for the relevant systems.
• Round-the-clock on-site service (arrival at the facility).
• The time of arrival of the engineer to service the inoperable system at the facility is 2 hours.
• The guaranteed time to repair the hardware of an inoperable system from the moment the faulty component is determined is 8 hours.
• Guaranteed time of equipment replacement in case of impossibility of repair
72 hours;
• Guaranteed availability of spare parts for 100% of the components of the proposed equipment in the Manufacturer's service warehouse.

This request for proposals is not a competitive bidding process or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation. All actions prior to the signing of the contract with the winner of the competition are considered pre-contractual work and do not impose obligations on the organizer exceeding those listed in the terms of the competition.
