This procedure is not a competition, its implementation is not governed by articles 447 - 449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
