Comments:
The participant must fill out and upload, by 5:00 p.m. (Moscow time) on February 18, 2020, all the documents listed in clause 6 of this RFP, documents confirming compliance with the requirements [05 Compliance Questionnaire.xlsx], as well as a preliminary decision including in including general vision of the project. The file from the Appendix [06 ТСО.xlsx Form] is not required to be completed at this stage.
ATTENTION: Participants who did not send a full package of documents through the B2B-Center system or sent documents that were not completed in an appropriate manner, as well as Participants who do not meet at least one blocking criterion for qualification selection, according to Appendix [05 Compliance Questionnaire.xlsx] to the procurement documentation are recognized as not meeting the requirements of the documentation and do not participate in further selection.
Questions within the framework of the 1st stage of the procedure are accepted until 17:00 Moscow time on 02.17.2020. (questions can be sent by e-mail konkurs@x5.ru). Any questions concerning the bidding procedure shall be submitted by the bidders in writing.

In case of refusal to participate in the procedure, MANDATORY inform about this, indicating the reason, up to 5:00 p.m. (according to Moscow time) on February 18, 2020. to Konkurs@x5.ru.
