The request for proposals is not a tender (tender, auction) or a public tender in accordance with Articles 447-449 of Part One of the Civil Code of the Russian Federation and Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation, and does not impose on the Organizer the obligations established by the specified articles of the Civil Code Russian Federation. This procedure leaves the Organizer with the right to refuse all received Proposals for any reason or to terminate the selection procedure at any time, without incurring any liability to the Participants.
