Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Dear participants!

Mandatory conditions:
• Payment procedure and terms - in accordance with the conditions specified in the description (name) of the lot.

• Warranty period: 36 months for equipment, 24 months for work performed and materials and automation.

• The total duration of the work is 48 calendar days:
• GM Kimry 1 50 years of the Komsomol (35 k.d. from 06.07.2023):
- for the production of preparatory work for dismantling / installation of XM — 10 k.d
. - for the production of work on dismantling / installation of HO — 15 k.d
. - for the NDP and preparation for commissioning — 5 k.d
. - for delivery commissioning and elimination of comments of the Republic of Kazakhstan/IK — 5 K.d
• GM Korolev:
- for the dismantling of HO — 13 KD from 05.06.2023.

• The type of activity of the organization must correspond to the declared lot.

• If a participant does not provide a complete package of documents upon request, proposals from such participants will not be considered and additional requests for missing documentation will not be sent

• The need for accreditation in JSC "Thunder" to review the results of the tender and further work

• Approximate start date: 06/05/2023

• The deadline for preparing the construction task and issuing it to the construction site: 7 calendar days from the date of placing the order (the date of placing the order is considered to be the date of notification of the spacecraft about the victory in the competition)

• Terms of delivery/installation: by the Supplier.

• Compliance of the equipment with the technical characteristics

• Consent to the terms of the contract and the financing procedure.

• The original Contract signed by the counterparty must be received by the Customer no later than 7 calendar days from the date of sending the specified document to the Contractor

• The validity period of the CP is at least 1 month




Other requirements:
• Due to various factors (the construction readiness of the facility, the supply of refrigeration furniture, etc.), a simple team is possible, but under any circumstances the work must be completed by the date of the festive opening.

• Absence of problematic objects of JSC "Thunder" according to the main criteria: there is no judicial / pre-judicial work with the spacecraft, the absence of critical comments that have not been eliminated (indicated in the act of the final commission, etc. a similar document), etc.

• Only one legal entity may participate in the tender procedure from a group of affiliated (related) companies. Simultaneous participation of affiliated (related) companies is considered as a restriction of competition and is the basis for the withdrawal of all affiliated participants from the competition.
The counterparty does not have more than 5 objects in operation at the same time for the implementation of the CMP on the HO, for which the completion date has not expired (on the date of the launch of the spacecraft on the object)

• According to the results of the competition, it is possible to appoint a backup counterparty.
Criteria for the transition from the main counterparty to the reserve counterparty: non-fulfillment of the terms of the contract by the main counterparty, refusal of the main counterparty to sign the contract.
The transition to a backup counterparty is possible before the signing of the act of access / act of acceptance and transfer of the construction site.
The appointment of the Company as a reserve will be carried out only with the prior consent of the counterparty with the designation of a possible transition period (provision of a letter of guarantee from the CA).

The bidder may repeatedly improve his price offer until the end of the submission of applications.
Only one legal entity may participate in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as a restriction of competition and is the basis for the withdrawal from the competition of all affiliated participants.
