1. This Commercial Offer Request is submitted pursuant to the Tender Regulations of the Tender Convener as part of the Commercial Proposal Proposal Procedure, which (as is being conducted tender) is not an offer, auction or contest and its conduct is not regulated by Article 447-449 of the Civil Code of the Russian Federation, nor is it a public competition and is not regulated by Article 1057-1065 of the Civil Code of the Russian Federation.
2. The commercial offer must fully comply with the requirements/criteria set out in the Service Technical Assignment (Specification).
3. Without the provision of all documents specified in the Request (or if they are inadmissible), the organization will not be allowed to tender.
4. The locations of the company's production offices (locations) are listed in the Technical Assignment.
