Requirements to the bidders:
Участником Конкурса может быть любое юридическое или физическое лицо, в том числе индивидуальный предприниматель, являющийся субъектом малого и среднего предпринимательства. Чтобы претендовать на победу в Конкурсе Участник должен:
• обладать правоспособностью для заключения и исполнения Договора самостоятельно, либо с привлечением субподрядной организации и должен иметь соответствующие разрешающие документы на выполнение видов деятельности в рамках Договора, а именно: подрядчик должен являться членом саморегулируемой организации кадастровых инженеров, юридическое лицо иметь в штате не менее двух кадастровых инженеров, которые вправе осуществлять кадастровую деятельность, а также должен предоставить копии трудовых договоров, заключенных с этими кадастровыми инженерами;
• не находиться в процессе ликвидации; должно отсутствовать вступившее в законную силу решение Арбитражного суда о признании Участника открытого одноэтапного конкурса банкротом и об открытии конкурсного производства; на имущество Участника открытого одноэтапного конкурса, в части существенной для исполнения Договора, не должен быть наложен арест; экономическая деятельность Участника открытого одноэтапного конкурса не должна быть приостановлена (для юридического лица, индивидуального предпринимателя);
• не быть включенным в Реестр недобросовестных поставщиков, который ведется в соответствии с Федеральным законом от 18.07.2011 № 223-ФЗ «О закупках товаров, работ, услуг отдельными видами юридических лиц» либо в Реестр недобросовестных поставщиков, который ведется в соответствии с Федеральным законом от 05.04.2013 № 44-ФЗ «О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд»;
• участник не должен иметь задолженности по начисленным налогам, сборам и иным обязательным платежам в бюджеты любого уровня или государственные внебюджетные фонды за прошедший отчетный период;
• обладать необходимыми профессиональными знаниями, управленческой компетентностью и иметь ресурсные возможности (финансовые, материально-технические, производственные, трудовые), а именно:
- подрядчик должен обладать опытом выполнения аналогичных кадастровых работ не менее трёх (3-х) лет;
- наличие за последние 3 года не менее одного завершенного аналогичного договора по выполняемым работам (в т.ч. объемам работ) и общей сумме лота. К представленной справке об опыте выполнения аналогичных работ подрядчик прилагает копии договоров и двусторонне подписанные акты выполненных работ;
- подрядчик должен иметь в наличии собственную материально-техническую базу, необходимую для выполнения работ, установленных настоящим техническим заданием;
• у участника должен отсутствовать негативный опыт работы с ПАО «МРСК Волги» и его филиалами, подтвержденный вступившими в силу судебными решениями.

Конкурсные заявки подготавливаются на русском языке в соответствии с требованиями, изложенными в конкурсной документации. Contract award criteria:
the evaluation criteria in the competition are: • price applications; • qualification of participants, namely: number of completed contracts similar to the subject lot, over the last 3 years, as well as the amount (in LCY) completed contracts similar to the subject lot, over the past 3 years.
Contract conclusion date:
Contract between the customer and the contest winner is signed on the basis of the results of the competition, no earlier than 10 days but not later than 20 working days in accordance with article 448 CIVIL CODE based on the results of the competition Protocol, signed by the Participant and the employer contest.
