Dear Gentlemen!
1. The present competitive procedure on preliminary choice of the contractor is directed in accordance with the tender rules of the tender organizer within the framework of the procedure of the request for commercial proposals, which (as well as the procedure Preliminary selection of the contractor) is not an offer, auction or competition and its conduct is not regulated by art. 447-449 Ch. 1 and 1057-1061 Part 2 of the Russian Civil Code.
Thus, this procedure does not impose on the organizer the corresponding amount of civil obligations and reserves the right to refuse all the proposals received for any reason or to terminate the selection process at any time without Without any liability to the participants.
To participate in the tender it is necessary to send the following package of documents through the www.b2b-center.ru:
1. Table of Prices and guarantee indicators (annex № 2), drawn up in accordance with annex № 1 to this invitation (specification) and annex № 4 (requirements Rusagro to the estimates).
2. Documents listed in annex № 3 to this invitation (list of mandatory documents provided by tender participants in the application).
3. Official letter of the potential supplier (applicant) about the absence of circumstances preventing participation in the tender
4. Written consent in free form with the rules of execution of works by contracting organizations, listed in annex № 5.
The validity of your offer must be at least 60 (sixty) days from the date of receipt of your offer. If during the term of the offer, your company will be contracted, the term of validity of your offer remains unchanged until the fulfillment of obligations under such agreement.
5. The tender organizer reserves the right to choose several winners, dividing at its discretion and without explaining the reasons between several potential suppliers-participants of the competitive procedure.
6. Organization/documentation not corresponding to the requirements and forms specified in the notice, the organizer shall have the right to reject without explanation and to recognize this documentation, and, accordingly, the applicant, not complying with the requirements of this Competitive procedure.
7. Visiting the object to familiarize with the scope of work is mandatory. It is necessary to visit the factory and meet with representatives of the customer, contacts are specified in the technical specification.
8. The competitive procedure includes direct bidding with filling in all additional fields of offers. Selection of applicants on the provided documentation is carried out. The offer must be uploaded before the end of the bidding period, after which the documentation and admission of the applicants will be checked.
9. Prices must be specified without VAT and include all costs of the contractor for the performance of the work and the remuneration of the contractor.
10. Payment will be made in rubles at the expiration of 35 (thirty five) banking days on the first payment day of the customer (working Monday and Wednesday) after the work and signing the acts of acceptance-transfer. If it is not possible to confirm the requested payment terms, please offer your own. Please note that any advance payment must be secured by a bank guarantee (not welcome). Standard penalties 2.5% per week. (See the Contract Template – Appendix № 6)
11. The winner (and) of the bidding is approved by the Chairman of the Tender Committee, according to the results of all cumulative factors (price, deferment of payment, availability/absence of advance, guarantee, standard terms of Rusagro, terms of performance of works, absence of obstacles for Performance of the contract, quality and completeness of the provided documentation).
12. All trades for Rusagro contractors are free of charge for B2B trading. EDS is not required at the moment.
