The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

This selection procedure is not a contest, and it is not governed by articles 447-449 of part one of the Civil Code of the Russian Federation. This bidding procedure is also not a public tender and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this selection procedure does not impose the corresponding volume of civil and legal obligations on the Customer.
This selection procedure is not subject to the provisions of Federal Law No. 44-FZ of 05.04.2013. "On the Contract System of the Federal and Municipal Procurement of Goods, Works and Services".
This selection procedure is not subject to the provisions of Federal Law No. №223-FZ of July 18, 2011. "On procurement of goods, works and services by certain types of legal entities".
