This procedure of Request for Prices is not a bid, including a competition and/or an auction, and its conduct is not regulated by Articles 447 — 449 of Part One of the Civil Code of the Russian Federation. This procedure of Request for Prices is also not a public competition and is not regulated by Articles 1057 to 1061 of Part Two of the Civil Code of the Russian Federation. Thus, this Price Request procedure does not impose on the Organizer the obligations provided for by civil law and specified in this paragraph.

To participate in the tender it is necessary to provide the following documents:

1. copy of the charter in the current edition with all amendments and additions with the stamp of the tax authority (index of document 1-SU);
2. copy of the certificate of state registration of the legal entity (index of document 2-SU);
3. copy of the certificate of registration for tax accounting (index of the document 3-SU);
4. extract from the Unified State Register of Legal Entities not older than 15 calendar days before the date of submission (document index 4-SU);
5. copy of the certificate of OKVED (information letter on statistical codes) (index of document 5-SU);
6. copy of the certificate from tax authorities on debt on tax payments to budgets of all levels (index of document 6-SU);
7. copies of balance sheets together with income statements with tax inspection mark for three years of activity and for the last reporting period (document index 7-SU);
8. copies of documents confirming the election and appointment of a person acting on behalf of a legal entity without a power of attorney (hereinafter — the head) (the order of appointment and protocol of the meeting of authorized bodies election (appointment)) (index of document 8-SU);
9. copy of the power of attorney for the right of signature in case the documents are signed by a representative by proxy (document index 9-SU);
10. copy of the agreement defining the rights and obligations of the organizations, establishing the leading organization in relations with the customer and the joint responsibility of the organizations for the timely and complete Execution of the Agreement (provided only by collective Participants) (index of document 10-SU);
11. copies of documents confirming the authority to carry out the delivery of a certain type of product, as the authorized representative of the manufacturer's company. Such document is the dealer certificate, dealer certificate, etc. (document index 11-SU);
12. copies of thanks and feedback from clients on the subject of Request for Proposals (not less than 3) (document index 12-SU);
13. copies of certificates of QMS (quality management systems) of the Participant and Manufacturer of the proposed products (document index 13-SU);
14. free form letter confirming the possibility of carrying out an inspection of the state of production offered by the Participant, authorized representatives of the "Mechel" group, procurement procedures and the full duration of the Agreement (index of document 14-CU);
15. intra-corporate approvals (minutes of the general meeting of shareholders/board of directors/general meeting of participants) (if required in accordance with the Member's statutes and legislation): document confirming the existence of a decision (approval) by the body established by the legislation of the Russian Federation on the conclusion of a major transaction, issued in accordance with the legislation of the Russian Federation, or (in the case of if the transaction according to the law is not a large participant) — a certificate (letter) in arbitrary form; a document confirming the existence of a decision (approval) by the established the legislation of the Russian Federation of the body on conclusion of a transaction in which there is an interest made in accordance with the legislation of the Russian Federation, or (in case the transaction according to the legislation does not is for the Participant a transaction in which there is an interest) — a certificate (letter) in an arbitrary form (15-SU);
16. consent to the processing of personal data from the Head of the Participant and/or responsible person of the Participant, as well as other persons in respect of whom the Participant provides personal data (16-SU);
17. other documents which, in the opinion of the Participant, confirm its compliance with the relevant comments explaining the purpose of providing these documents (document index 17-SU).
