The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The request for proposals is not a type of bidding and does not fall under the regulation of articles 447-449 of part one of the Civil Code of the Russian Federation. When conducting a request for proposals, an invitation to participate in the request for proposals together with the documentation on the request for proposals is an invitation to suppliers to make offers to the organizer of the request for proposals; an application for participation in the request for proposals is an offer of a potential participant in the request for proposals. At the same time, the organizer of the request for proposals does not have the obligation to conclude a contract based on its results.
