Comments: The procedure is two-step:
1. stage - prequalification, stage 2 - request for commercial proposals.
Participants are required to fill out the attached forms (Application for participation in the tender, qualification questionnaire with attachments in the form of a branch of Glavstroy-SPb Specialized Developer LLC in the Moscow Region).
Participants’ proposals shall be sent in the form of e-document signed by digital signature.
Those participants who have passed the prequalification of this procedure will be invited to participate in the 2nd stage of the procurement procedure. This preliminary qualification is not a notice of tendering and is not a public offer, the Organizer does not bear any obligations to suppliers who participated in the request, including obligations to conclude any agreements with the persons who sent their offers.
This prequalification is not a tender or a public competition within the meaning of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
The Organizer has the right to refuse to carry out the procedure at any stage without incurring any liability to the Participants.
The Organizer reserves the right to extend and (or) change the date of consideration of the proposals of the Participants and the summing up of the preliminary qualification selection.
