1. Application of JSC "EPM-NEZ", Novocherkassk
2. Purpose of work:
2.1. Implementation of the project for the modernization of worn-out equipment - oil switches VMPE-10-3200 bushings No. 1,2 and a sectional switch and two group oil switches f. 4,9,6, 18, 21 RU10 kV KP-9 for vacuum circuit breakers (preferably of domestic production) with a rated current of 4000 A and replacement of relay protection and automation devices and circuit breakers control units on a microelectronic basis.

4. Content of work
4.1. To develop a project for replacing oil switches of bushings No. 1,2 and a sectional switch (SMB) between 1.2 power sections of buses, two group oil switches RU-10 kV KP-9, type of switches VMPE-10-3200, for vacuum circuit breakers 10 kV with a rated current of 4000 A., replacement of control units and relay protection devices from electromechanical to microelectronic base (operating current used at EPM - NEZ JSC is constant 220 V).
4.2. Vacuum circuit breaker control modules should provide for the possibility of remote control and signaling of the circuit breaker position at the dispatch center of EPM - NEZ JSC.
4.3. The relay protection and automation complexes for each connection should provide for the possibility of disconnecting the circuit breakers from technological protections, with remote signaling of emergency shutdown at the dispatch center of EPM - NEZ JSC.
4.4. To include in the project the installation of electricity metering units at the dispatch center of EPM - NEZ JSC for each connection, with a mandatory verification period of at least 16 years.
4.5. To include in the project the replacement of current transformers of bushings No. 1,2 and SMV, and group oil switches KP-9 with current transformers 4000/5 A., with a mandatory verification period of at least 16 years.
4.6. Provide in the design for the installation of overvoltage limiters in the cells of the vacuum circuit breakers.
4.7. Provide in the design for the protection of microelectronic units from graphite (conductive) dust.
5. Specifications
Switchgear 10 kV KP-9 is intended for power supply of furnace transformers of type ТЦНП 25000/10 / 0.3 in the amount of 8 pcs. The RU-10 kV includes 2 power bus sections with the ability to be sectioned from different inputs, and 2 technological bus sections with 5 outgoing lines on each for feeding the furnace units, without the possibility of sectioning. Furnace units No. 7, 8 have the ability to turn on both 1 and 2 technological sections of KP-9 busbars. On the power sections, in addition to the inputs, there are (on each) TSN, VT, outgoing line BSK-10 kV. Power supply of 1, 2 power bus sections is carried out through current-limiting reactors RBDG-10 with natural ventilation. Group oil switches provide power supply to 1 and 2 technological sections of KP-9 busbars with outgoing lines to furnace units switched by oil aggregate switches of the VKE-M-10-1000 type.
The type of high-voltage cells on which it is planned to modernize the equipment is KRU KM-1F-10-31.5U3 ShVME10 44 3150.
6. Requirements for the Contractor
6.1. The contractor must have the necessary production and human resources to carry out this work.
6.2. The contractor in his commercial offer indicates the procedure for payment for work and other conditions.
6.3. Certification of the head, engineering technician and executors for industrial safety and labor protection at HIFs in accordance with Appendix No. 1.
6.4. Provision of health and safety measures, safe work methods at the facility.
6.5. After the completion of the work, the contractor hands over to the customer the executive
documentation and other regulatory documents. Employees involved in the performance of work must have professional training corresponding to the nature of the work with a mark in a special certificate of training and passing exams in certification commissions.
6.6. The contractor must arrive at EPM - NEZ JSC to get acquainted with the scope of work.
7. Work safety
When performing work, the contractor must comply with the requirements of the following rules:
- labor protection rules during the operation of electrical installations;
- rules for the technical operation of electrical installations of consumers;
- safety rules for hazardous production facilities where
lifting structures are used;
- electrical installation rules;
- fire safety rules;
Rules for the maintenance of relay protection devices and electrical automatics of 0.4-35 kV electrical networks RD 153-34.3-35.613-00;
- rules for labor protection when working at height Order of the Ministry of Labor of Russia dated November 16, 2020 N 782n "On approval of the rules for labor protection when working at height."
- rules of environmental, sanitary and hygienic and other norms in force on the territory of the Russian Federation and to ensure safe working conditions for the life and health of people.
For the performance of work, the contractor must undergo an introductory briefing. All work performed on the territory of EPM-NEZ JSC must be carried out in accordance with the regulation "On the use of permit work orders during the performance of work of increased danger at EPM-NEZ JSC".
