Comments: A request for proposals is not a tender (competition, auction) in accordance with Articles 447–449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057–1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided for by the laws of the Russian Federation .
