Comments:
LLC Resursy Albazino invites you to take part in the tender for the performance of work (provision of services) for the audit of pneumatic lines and compressor equipment of the concentration plant of Albazinsky GOK in accordance with the terms of reference.

Place of performance of work (provision of services):
Khabarovsk Territory, Polina Osipenko district, in the Amgun-Somnya interfluve, on the right bank of the Ernesty spring in its upper reaches, the site of the Albazin mining and processing plant (Coordinates of uch. Albazino Latitude 52 ° 51´ 17.7´´, Longitude 137 ° 53´ 2.6´´).

Terms of performance of work (provision of services):
1. Start date of work: 05/20/2021;
2. Completion date: 25.07.2021.

Scope of works (services):
1. stage - site visit (a number of measurements are carried out in order to collect operational data on the actual state of the pneumatic system):
- air flow measurements along the branches of pneumatic lines (diagram of the concentrating plant pneumatic system in Appendix No. 1 to the TOR);
- performance measurements of each GA18FF compressor - 4 units (technical documentation for the GA18FF compressor - Appendix No. 2 to the TK);
- performance measurements of each continental 600A / 04 blower - 2 units (technical documentation for continental 600A / 04 blowers - Appendix No. 3 to the TOR);
- compressed air quality measurements (dew point, solids and oil content);
- measurements for leaks of all pneumatic lines using an ultrasonic leak detector;
Stage 2 - office work (processing of the received data, analytical work, preparation of a report):
- calculation of the actual balance of production and consumption of compressed air;
- calculation of the required diameters of the pipelines of the pneumatic line of the enterprise system;
- development of proposals for reducing the consumption of compressed air in the pneumatic network;
- development of proposals for the places of installation and equipment with metering devices (flow meters) on the pneumatic lines of the concentrating plant;
The report includes a conclusion on the actual state of the pneumatic lines and an assessment of the efficiency of production, distribution and consumption of compressed air (photographs, numerical results of measurements and an assessment framework of the state of the pneumatic lines);
- recommendations are issued depending on certain defects, the actual state and operating modes of the pneumatic system;
- indication of flow-stressed sections of the pneumatic line; numerical results of measurements;
- maintenance recommendations are issued based on specific defects, actual conditions and operating conditions.
Stage 3 - delivery of work to the Customer (issuing a report with recommendations).

Requirements for the Contractor:
1. Perform works (services) in accordance with the terms of reference within the specified time frame;
2. Ensure the quality of work (services) in accordance with the regulatory documents of the Russian Federation:
- Order of the Ministry of Labor of Russia of 05/29/2014 N 352n (as amended on 12/12/2016) On the approval of the professional standard "Fitter of hydraulic and pneumatic systems";
- GOST 31177-2003 (EN 982: 1996). Interstate standard. "Equipment safety. Safety requirements for hydraulic and pneumatic systems and their components. Hydraulics";
3. Independently provide the Contractor's employees with the necessary medicines;
4. The Contractor undertakes to provide the Customer before the start of work (provision of services):
- a list of the Contractor's employees sent to the Customer's facilities;
- duly issued certificates on the passage of fluorographic examination by the Contractor's employees and medical reports, issued in accordance with the established procedure, on the absence of contraindications for the work performed and the residence of the Contractor's employees in the regions of the Far North or equated to them;
5. The contractor must have:
- permits for health and safety (attestations, certificates, permits corresponding to the type of work performed);
- a first aid kit for providing first aid to the Contractor's employees, completed in accordance with the requirements of the current legislation of the Russian Federation;
6. When performing work (services), the Contractor is obliged to comply with the requirements of labor protection and industrial safety, environmental protection, fire safety, comply with regulations and internal regulations of Albazino Resources LLC;
7. The Contractor undertakes to eliminate the defects / shortcomings of the work performed by the Customer within 24 (twenty four) hours from the moment the Contractor receives the Customer's notification, unless another period is established by an additional written agreement of the Parties;
8. Availability of sufficient experience (at least 3 years) in performing identical works, the presence of positive feedback;
9. The Contractor, when performing work (services) at the time of being on the territory of the Customer, undertakes to strictly comply with the safety rules, industrial sanitation, labor protection, fire and industrial safety, road safety stipulated by the legislation of the Russian Federation, to conduct labor protection briefings for workers involved in production work, properly draw up documentation on labor protection and industrial safety, comply with all necessary fire safety measures, and the requirements of the current legislation of the Russian Federation on environmental protection throughout the entire period of work, up to the delivery of the results of work to the Customer in full (requirements of OT and PB are given in the appendix to No. 5 to the TK);
10. The Contractor undertakes to comply with the conditions and be responsible in accordance with the STP CMS and PB 008 (the standard is given in the annex to No. 4 to the TK).

Mandatory health and safety requirements for the Contractor:
1. Availability of labor protection system (OSHMS);
2. Availability of an OSHMS certificate for compliance with ISO (possibly GOST R);
3. Information on injuries, the number of accidents over the past year, stat forms. reporting 1-T - Working conditions, form 7 - Injuries;
4. Availability of a service or an occupational health and safety specialist in the staffing table.

Accommodation, meals, delivery of the Contractor's personnel to the Customer's facility:
1. At the Customer's site (the territory of the Albazinsky GOK, Khabarovsk Territory, the Polina Osipenko district) meals and accommodation for the Contractor's personnel are organized by the Customer at his own expense (costs are not included in the calculation of the cost of services);
2. Delivery of personnel to the Customer's site (the territory of the Albazinsky GOK, Khabarovsk Territory, the Polina Osipenko district) from the collection point (in Khabarovsk or Komsomolsk-on-Amur) and back is carried out by and at the expense of the Customer (expenses in calculating the cost of services not included);
3. Delivery of personnel from the location of the Contractor to the collection point (in the city of Khabarovsk or in the city of Komsomolsk-on-Amur) and back is provided by the Contractor on its own and at its own expense. The costs must be included by the Contractor in the cost of the work (with the provision of an appropriate cost calculation);
4. Immediately before arriving at the Customer's facility, the Contractor is quarantined for a period of up to 3 to 5 days in a place determined by the Customer (St. Khabarovsk or Komsomolsk-on-Amur). The collection point for quarantine is specified before mobilization (before entering quarantine, it is mandatory to provide an opinion of the medical commission for each employee). For the period of quarantine, meals (three times a day), accommodation, medical care (examinations, thermometry, testing for COVID-19) of the Contractor's employees is carried out at the expense of the Customer (costs are not included in the calculation of the cost of services).

This RFP procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation;

Thus, this request for proposal procedure does not impose on the Customer the corresponding volume of civil and legal obligations.
