The period of the provision of services is July-October 2019. The need for the purchase of Services indicating the scope and nature of the work, the period, place of provision of the Services, as well as other conditions for the acquisition of Services, are indicated in Appendices No. 1-2, which is an integral part of this Invitation, namely:
In this regard, Engineering Construction Service Limited Liability Company, a branch in the city of Krasnoturinsk, conducts the selection of commercial offers in order to determine the most beneficial proposals for potential contractors for the organization (hereinafter - the Selection).
If you agree to take part in the Selection, I ask you to provide your offer with prices excluding VAT, taking into account the costs of storage and transportation costs, taxes, duties and other obligatory payments levied on the territory of the Russian Federation, as part of the Services requested for the cost. A commercial proposal must be sent in the form of an electronic (scanned copy) of a document signed by an authorized person and sealed with the seal of the organization to the email address: Tatiyana.Smirnova2@iso-serv.com, Ivan.Tikhomirov@iso-serv.com.
The price for the Service should be indicated in accordance with the conditions for the performance of work specified in Appendix No. 2
Preferred terms of payment - payment with a deferred payment of 60 days or the transition to a non-bill payment method * (if your TCH indicates a delay of less than 60 days and refusal of a bill payment method, ceteris paribus, priority will be on the Participant’s side, who proposed a large deferral of payment for the delivered products and sent consent to the bill payment scheme).
You have the right to provide other information and documents confirming your positive business reputation, experience and stable financial position.
We draw your attention to the fact that a commercial proposal submitted by you within the framework of this selection of contractors must be executed in the form of an offer in accordance with Articles 435 and 436 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation) with a period of acceptance for 120 days from the date its receipt. This offer cannot be withdrawn by you within the specified period established for its acceptance. There is no fee for an irrevocable offer.
This Invitation is not an offer in accordance with the Civil Code of the Russian Federation.
This Selection is not a tender (including in the form of a tender, auction or other form) or a public tender governed by Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and does not impose a branch on the Engineering Construction Service Limited Liability Company in the city of Krasnoturinsk, the obligations stipulated by the above articles of the Civil Code of the Russian Federation, as well as the obligations to conclude a contract for the provision of Services with the person who sent the most advantageous offer. The selection can be canceled at any time.
In case of changing the conditions of the Selection or its cancellation, expenses incurred by any person in connection with participation in the Selection, including those associated with participation in negotiations, are not reimbursed.

The selection of the most profitable for Engineering Construction Service, a limited liability company branch in the city of Krasnoturinsk offers is carried out taking into account the assessment of the following criteria: official status of the selection participant, price, availability of licenses for the requested types of work, terms of work, other criteria provided for by applicable law as well as the interests of our organization.
Engineering Construction Service, a limited liability company, the branch in the city of Krasnoturinsk has the right, in order to determine the most advantageous offer and ensure equal competitive conditions for all participants in the Selection, to carry out activities aimed at reducing the price specified in the offer, including (but not limited to ) send to the selection participants a message about the minimum price of the Services offered by the contractor (without specifying the selection participant who offered this price) and invite all Selection participants to adjust and improve the conditions of previously made commercial offers, including by lowering the price of the Service. A change in the commercial offer must be made in the form of a new commercial offer (offer) on the above conditions.
Engineering Construction Service Limited Liability Company, a branch in the city of Krasnoturinsk, has the right to refuse to participate in the Selection in the following cases:
a commercial offer is received after a specified period;
conditions of the commercial offer do not correspond to the conditions of the Invitation and Appendices No. 1-4.
a commercial offer contains false information;
the person who sent the offer is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against him;
Lack of negative experience working with enterprises with ISO LLC;
in any other case, on the basis of internal procedures, with the right not to explain the reasons for the refusal.
Engineering Construction Service Limited Liability Company, a branch in the city of Krasnoturinsk, has the right not to motivate its decision to determine the most favorable commercial offer of a potential contractor.
If your offer is deemed to be the most profitable, Engineering Construction Service Limited Liability Company, a branch in the city of Krasnoturinsk, has the right to enter into an agreement with your organization, including by accepting a commercial offer (offer) within the time period set for its acceptance.
The information provided by you for participation in the Selection is not communicated to persons unrelated to the Selection, as well as to other participants in the Selection, except for the announcement of the minimum price.
