Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

This trading procedure is not an auction or competition, does not fall under Article 447-449 of the Civil Code of the Russian Federation and does not entail the occurrence of legal obligations at the Customer's choice of the supplier.

When concluding the contract, provide the following documents.

For Russian legal entities:
- Charter (as amended)
- Certificate of state registration of a legal entity,
- Certificate of entry to the Unified State Register of Legal Entities on a legal entity registered before July 1, 2002 ,
- Certificate of registration with the tax authority,
- Power of attorney (if the signatory is not the head of the legal entity)
- Protocol (Decision) on the election of a sole executive body,
- Extract from the Unified State Register of Legal Entities (Unified State Register of Legal Entities) (validity period 1 month)
- Balance sheet (form No. 1) for the last reporting period (if applicable)
- Statement of Financial Results (Form No. 2) (if applicable)
- VAT tax return for the last reporting (tax) period*,
- Income tax return for the last reporting (tax) period*,
- Ministry of Emergency Situations license.

For individual entrepreneurs:
- Passport,
- Certificate of state registration of an individual as an individual entrepreneur,
- Certificate of registration with the tax authority,
- Extract from the Unified State Register of Individual Entrepreneurs (EGRIP) (validity period 1 month),
- Power of attorney (if the signatory is not an individual entrepreneur),
- VAT tax return for the last reporting (tax) period* or document confirming the application of the Simplified taxation system,
- Income tax return for the last reporting (tax) period*
- Ministry of Emergency Situations license.

* - Instead of tax returns can be provided:
- Certificate of absence of tax debt issued by the tax authority, or
- A letter guaranteeing payment of taxes to the budget, with the signature of the sole executive body and the seal of the counterparty.
