Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Payment terms:The calculations are carried out in non-cash transfer of funds in the amount of 50% of the amount of work performed to the account of the Contractor within sixty (60) calendar days from the date of registration of an account for payment to the customer's office department, on the basis of signed Certificate of Completion. A bill must be registered in the customer's office department within three (3) business days from the date of receipt of the Contractor by fax 8 (8182) 46-40-20 or e-mail to E-mail: Fax@agddiamond.com, with the message of the incoming number, or sent a reasoned refusal of its registration. In the case of non-receipt of a reasoned refusal, a bill shall be deemed received by the Customer
Customer Payment of the remaining amount is distributed as follows:
25% of the amount of work performed - when the achievements made in the cylinders 3 000m-hour. provided Client Certificate signature inspection cylinders;
25% of the amount of work performed - when the achievements made in the hydraulic cylinders 6 000m-hour. provided Client Certificate signature inspection cylinders.

PARTICIPANTS OF PROCEDURES FOR INFORMATION!
1. Applications for participation in the procurement procedure takes place on electronic B2B-Center site to 10/12/2019 15:00. The application must be completed to make the scan information about the applicant, scan the completed questionnaires on qualifying PBiOT applications and experience in providing similar services (works).
2. Admission to tender, access to technical and commercial part of the procurement documentation, as well as the draft agreement will be made after verification of participants to 15-00 17.12.2019
3. The deadline for submitting proposals and procurement of technical opening of the procurement proposals of applicants - 31.12.2019 14-15
4. Rebidding date will be specified later.
5. The cost of the proposals stated in Rubles on the total volume of rendered services (executed works), excluding VAT.
6. Commercial offers without the required applications to the applicant in accordance with instructions (p. 14) can not be allowed to re-auction.

Note: this request is not a notice of tender (public tender) or a public offer and is not regulated by Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil and legal obligations on the Organizer, and the Organizer reserves the right to refuse all the proposals received for any reason, or to terminate the selection procedure at any time, incurring no liability before the participants.
