Comments: The procedure is two-step:
1. stage - pre-qualification, stage 2 - request for commercial proposals.
Participants are required to complete the forms attached (Tender Application Form, Application Qualification Form, and Privacy Agreement).
Participants' proposals are submitted in the form of an electronic document signed with an electronic digital signature.
Participants who have been pre-qualified under this procedure will be invited to participate in Phase 2 of the procurement procedure. This pre-qualification does not constitute a notice of tendering and does not constitute a public offer, the Promoter is under no obligation to the suppliers who took part in the request, including obligations to enter into any contracts with the biddees.
This preliminary qualification is not a bidding or public competition as understood by Article 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil liability on the Organizer.
The Promoter has the right to refuse to perform the procedure at any stage without incurring any liability to the Participants.
The Promoter reserves the right to extend and/or change the date of consideration of the Participants' proposals and the summary of the pre-qualification.
