Comments: All participants in the request for commercial proposals must upload the following documents:
1. Completed forms according to the procurement documentation.
2. The signed contract and Appendix No. 1 to the contract, the specification (indicating the term of the service, the price) as amended by the Buyer. Without a protocol of disagreement.
In the absence of any of the requested documents, the offer will not be considered.
If the Participant does not have the technical ability to submit an offer through the functionality of the electronic trading platform, the Organizer of the procedure has the right to accept an offer from such a participant to the email address me_b2b@mechel.com , independently uploading this offer to the site through the System functionality, subject to the following conditions:
The participant must be registered in the System;
the offer must be received by e-mail no later than 4 working hours before the deadline for accepting Offers specified in the Notification, with mandatory notification of the responsible person by phone.
The documents should include an official letter of appeal to the Organizer of the purchase with a request to place an electronic version of his offer and a waiver of any claims related to the fact that the Offer in the System will not be placed by the Participant himself.
This procedure for requesting prices is not a competition, and its conduct is not regulated by Articles 447 – 449 of Part one of the Civil Code of the Russian Federation. This procedure for requesting prices is also not a public tender and is not regulated by Articles 1057 – 1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure for requesting prices does not impose an appropriate amount of civil obligations on the Organizer.
The Participant, before the date of opening the envelopes, must provide through the System all the required documents in accordance with the terms of this Procurement Documentation in scanned form in an accessible format (preferably *.pdf format).
Within 20 working days after signing the protocol, contracts are concluded with the counterparty-the winner of the procedure. After the conclusion of the contracts, the Organizer sends out appropriate notifications in the System, which is the completion of the procedure in the System.
