The procedure is two-stage:
1. stage - pre-qualification selection, stage 2 - request for commercial proposals.
Participants are required to fill out the attached forms (Application for participation in the tender, qualification questionnaire with attachments and Confidentiality Agreement).
Participants' proposals are submitted in the form of an electronic document signed with an electronic digital signature.
Those participants who have passed the preliminary qualification selection according to this procedure will be invited to participate in the 2nd stage of the procurement procedure. This prequalification is not a notice of bidding and is not a public offer, the Organizer does not bear any obligations to the suppliers who took part in the request, including the obligation to conclude any contracts with the persons who sent their offers.
This prequalification is not a tender or a public tender within the meaning of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate volume of civil obligations on the Organizer.
The organizer has the right to refuse to carry out the procedure at any stage, without incurring any financial responsibility to the Participants.
The organizer reserves the right to extend and (or) change the date of consideration of the proposals of the Participants and summing up the results of the preliminary qualification selection.
