Comments:
We draw your attention to the fact that this request is not a kind of tender /auction /public offer and does not fall under the regulation of Articles 447-449 of Part one of the Civil Code of the Russian Federation. When conducting a request for prices /offers, an invitation to participate together with the documentation on the request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; the bid for participation in the request is an offer of a potential Bidder of the request for prices/offers. At the same time, the Organizer has no obligation to conclude an agreement based on its results.
If the Bidder registered in the system does not have the opportunity to submit an offer independently due to the absence of an E-Signature, it is possible to upload proposals sent to the organizer's e-mail.
To upload proposals on behalf of the Bidder, three documents are required:
- An offer (commercial offer) certified by the signature of an authorized person and the seal of the organization (Must contain the quantity of products offered, the price per unit with VAT, the total amount with VAT);
- A document establishing the right to perform actions on behalf of the counterparty (for example: charter, power of attorney);
- A letter of waiver of further claims due to the fact that the offer is submitted at the competitive bidding process not by the Bidder himself (in free form on the company's letterhead with the signature of an authorized person).
All proposals from Bidders who do not have E-Signature must be sent to the e-mail address of the Organizing company natalya.tarasova@belmk.ru .
Acceptance of proposals to the Organizer's email address is completed up to 6 hours before the end of the procedure, uploading proposals to the competitive bidding process is possible up to 4 hours before the end.
And also if the potential supplier does not agree with the terms of the lot (payment terms, delivery terms, etc.), then it is mandatory to indicate their terms in the commercial offer (offer) or in the additional comments.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
