Please note that this request is not a type of tender/auction/public offer and does not fall under the regulation of Articles 447-449 of Part One of the Civil Code of the Russian Federation. When conducting a request for prices /offers, an invitation to participate together with the documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; an application for participation in the request is an offer of a potential Participant in the request for prices/offers. At the same time, the Organizer has no obligation to conclude a contract based on its results.
If the participant registered in the system does not have the opportunity to independently submit an offer due to the absence of an EDS, it is possible to upload proposals sent to the organizer's e-mail.
Three documents are required to upload proposals on behalf of the Participant:
- An offer (commercial offer) certified by the signature of an authorized person and the seal of the organization (Must contain the quantity of products offered, the price per unit with VAT, the total amount with VAT);
- A document establishing the right to perform actions on behalf of the counterparty (for example: charter, power of attorney);
- A letter rejecting further claims on the occasion that the offer is not submitted at the auction by the Participant himself (in free form on the company's letterhead with the signature of an authorized person).
All proposals from participants who do not have EDS should be sent to the email address of the Organizing company natalya.tarasova@belmk.ru .
Acceptance of proposals to the Organizer's email address is completed up to 6 hours before the end of the procedure, loading of proposals for bidding is possible up to 4 hours before the end.
And also if the potential supplier does not agree with the terms of the lot (payment terms, delivery terms, etc.), then it is mandatory to indicate their terms in the commercial offer (offer) or in the additional comments.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
