2. Criteria for choosing the best offer: availability of the necessary documents for the conduct of activities, quality, terms of work, cost, terms of payment, work experience.
3. This RFP procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation;
4. This procedure is also not a public tender and is not governed by Articles 1057-1061, Section 2, of the Civil Code of the Russian Federation;
Thus, this request for proposal procedure does not impose on the Customer the corresponding volume of civil and legal obligations.
5. The attached Agreement is not a public offer, but the terms of the Agreement will be binding on the winner of the auction.
