Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

FOR PARTICIPANTS OF THE PROCEDURE FOR INFORMATION!
1. Applications for participation in the procurement procedure are accepted on the B2B-Center electronic site until 02/03/2020 15-00. The application must be accompanied by a scan of the completed information about the applicant, a scan of the completed qualification questionnaire on occupational health and safety with applications and experience in providing similar services (work).
2. Access to the technical and commercial part of the procurement documentation, as well as to the draft contract will be made after verification of the participants until 02.10.2020 15-00
3. The deadline for the submission of the procurement proposal and the opening of the technical part of the procurement proposals of bidders is 02.25.2020 14-15
4. The rebidding date will be indicated additionally.
5. The cost of the proposals is indicated in rubles for the full volume of services rendered (work performed) excluding VAT.
6. Commercial offers without the necessary applications in accordance with the Instructions to the applicant (clause 14) may not be allowed to bid.

Note: This request is not a notice of tender (public tender) or a public offer and is not regulated by Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability before the participants.
