Two-stage purchase procedure

Comments: The procedure consists of 2 main stages: technical and commercial.
The submitted proposal within the first stage should consist of a technical part certified by the signature of the head with a seal impression. The technical part must specify the list and composition of the work and it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). The offer must strictly correspond to the data specified on the electronic platform. If there is a discrepancy between the data in the attached TP and the completed electronic form on the site, the electronic form takes priority. In case of non-compliance with the above requirements, the TA will be rejected.
The commercial offer may contain / duplicate the technical part, while it must contain data on the full cost of services, its decryption, payment terms, etc.
METALLOINVEST Management Company LLC uses electronic document management (EDI) with its partners and customers in the Diadoc system (http://www.diadoc.ru) of SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems.
If false information is provided, a potential service provider may be suspended from participating in the Procurement, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such a Contract may be terminated.
The Company has the right to choose an Offer that does not have the lowest cost, as well as to accept or reject any Offer in whole or in part, as well as to reject all Offers with or without explanation, as well as to cancel the purchase at any stage, including after selecting the Winner.
