The request for proposals is not a tender (tender, auction) or a public tender in accordance with Articles 447 449 of Part One of the Civil Code of the Russian Federation and Articles 1057 1061 of Part Two of the Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer the obligations established by the specified articles of the Civil Code Russian Federation.
The organizer has the right to refuse to conduct the request for proposals at any time before summing up its results, and the Customer has the right to refuse the obligation to conclude an agreement on the results of the request for proposals.
A participant who has submitted an application with the best conditions must attach to it the maximum number of documents in accordance with clauses 4.5.2 and p.6 of the Documentation for the RFP for the early conclusion of the contract. Forms that require registration with third parties can be submitted as soon as possible.
Commercial offers are accepted in any convenient way.
