Comments: Your technical and commercial proposal must be signed by a person who, in accordance with the law, has the right to act on behalf of the contractor without a power of attorney/or by a person duly authorized by him on the basis of a power of attorney (hereinafter referred to as the authorized person) and must contain:
1. The contest participant's application form.
2. Appendices No. 3,4 for OT and PB.
3. An application for participation in the competition with an indication of the terms of payment for the work performed, the warranty period, and the total cost of repair work.
4. Estimated calculations.
5. A detailed commercial offer with all the accompanying documentation.
The winner of the selection must conclude a contract for the replacement of the electric motor of the main drive of the coal mill No. 1 (Inv. No. 0504405) of the sintering shop of JSC RUSAL Achinsk in 2021 on the terms agreed during the competitive selection.
The selection Winner will be determined based on the evaluation of the following criteria:
- Lowest cost of work;
- Experience and quality of performance of specialized work / services;
- Warranty obligations;
- Deferred payment for at least 60 (sixty) calendar days;
- Performance of the contractor's obligations on the terms of performance of work;
- Prompt response to troubleshooting.
ISO LLC in Achinsk reserves the right to:
1. reject the offer if:
1.1. the selection participant does not have professional knowledge and does not have all the necessary types of resources to fulfill the contract (production capacity, equipment, labor resources);
1.2. the selection participant does not have the necessary licenses and certificates of admission to this type of work;
1.3. the facts of providing false information by the selection Participant were revealed;
1.4. the selection participant is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against it);
2. do not motivate your decision to determine the winner of the selection;
3. refuse all offers received for any reason or terminate the selection procedure at any time, without incurring any responsibility to the participants in the selection.
If you win this selection, you must provide copies of the following documents before entering into the contract:
- Notarized copies of the powers of attorney of authorized persons who have the right to sign Acts of work performed with a sample signature;
- Certificates of state registration in the Unified State Register of Legal Entities;
- Certificates of registration with the Federal Tax Service;
- Notifications of registration with the Federal Tax Service as the largest taxpayer (if the Counterparty is registered as the largest taxpayer before 2006, the Counterparty is provided with a Certificate of registration as the largest taxpayer);
- Extracts from the Unified State Register of Legal Entities on the date not earlier than 10 working days before the date of sending the Contract for approval;
- Documents confirming the powers of the persons signing the Contract and the primary documents (orders for the appointment of the director and chief accountant; power of attorney containing the relevant powers);
- Accounting statements (Balance sheet (form No. 1) and Profit and Loss Statement (form 2)) as of the last reporting date preceding the date of conclusion of the Contract, with a note on the acceptance of the IFNS (including the attachment of a receipt for acceptance under the TCS, if the company reports to the IFNS in electronic form);
- Information from the Federal Tax Service (form 39-1) on the date, not earlier than 10 working days before the date of sending the Contract for approval;
- Constituent documents;
- Licenses required to fulfill the Contract.
If you win this selection, you must ensure that the employees of the organization pass a preliminary medical examination at RUSAL Medical Center LLC (a branch in Achinsk) before the start of the Work. Employees who do not have medical contraindications to the work performed, as well as those who have qualification certificates for the main and related professions, are allowed to perform the work. Employees who have passed a preliminary medical examination in medical and preventive institutions of the city, undergo a medical examination in the Branch of LLC "RUSAL Medical Center" in Achinsk, to form a risk group. Employees of the Contractor included in the" risk group " according to the results of medical examinations can be allowed to work in the future only after passing a pre-shift medical examination-admission to RUSAL Medical Center LLC (branch in Achinsk).
The selection participant can visit the object, inspect it and collect the necessary information that is required for the preparation of the Competition Application. The customer will provide visitors with the necessary assistance. All costs associated with visiting the site are borne by the Participant himself.
The presence of the Participant on the site for any purpose, with or without the approval of the Customer, will be carried out at the full risk of the Participant, including death, injury, loss or damage to any property, as well as any costs incurred in this regard.
Any information collected by the Participant on the site is confidential and cannot be distributed by the Participant to third parties without the consent of the Selection Organizer (Appendix No. 8 to this letter).

The company reserves the right, if it is impossible to determine the best bid and for the purpose of equal competitive conditions for all participants of the competitive selection, to send a list of minimum prices to all participants of the selection (without specifying the suppliers who offered these prices) and to invite all participants of the competitive selection to correct and submit their final bids.
